You can add text inside the Gauge Chart element. You can give role based authorizations to the element and set its visibility with show/hide/conditional options.
Max:
Open the Max section in the Properties panel. Enter the maximum value you want to be displayed in the Chart.
Value:
Open the Value section in the Properties panel. Enter the value you want to display instantly in the Chart.
Colors:
Open the Colors section in the Properties panel. Select the colors you want to use.
